Clearly there are systems and actions we do control and there are systems and consequences we don't control.
If we believe in personal responsibilty, and we are not in control of something, and that's causing a consequence we dont like, then we have the responsibility to take control of that system and change it in a way that it no longer produces the outcome we don't like.
Otherwise we would be not taking an action we can take to prevent a bad outcome. And that's... not even axiomatically bad. It's just inefficient.
